There is a more profound issue. USAID was heavily involved in ‘regime change’. Many critical commentators find Trump’s hostility strange given how successful USAID was in pursuing US interest in regime change.

Trump however was faced with a complex issue. ‘Quis custodiet ipsos custodes?

US has a myriad of organisations focussed on regime change. Having had decades of successful practice in regime change abroad, these organisations began applying their skills and techniques to regime change inside the US. We know that ever since Trump was first elected wholesale assault upon him was led by internal US forces. These institutions, in seeking to interfere in US elections, in seeking to frustrate the duly elected President, possibly being involved in plotting to assassinate him (as they had assassinated my other leaders in the past) were engaging in treason. There were no whistlblowrs so we know the entire culture was corrupt. beyond mending.

As a US President faced with institutions which betray the constitution he has a duty to take action. However to accuse them publicly of what these institutions had done might weaken respect for all US institutions. A feint to the left  with accusations of wasting money might be less risky public presentation.
